ERNIE 5.5 Flash Base arrives: review the license before training

Baidu lists ERNIE 5.5 Flash Base as a 5 November 2026 release. For teams considering a new training foundation, the decision starts with two questions: what work remains before deployment, and whether the intended use fits the supplied terms.

A checkpoint before instruction tuning

The technical announcement describes weights taken at the end of pre-training, before mid- or post-training. Baidu reports 280 billion total parameters with 14 billion active per token, a 128K training context and support for 1M-token fine-tuning and inference. The post-trained ERNIE 5.5 Flash is still described as forthcoming. These specifications and benchmark comparisons are the vendor’s claims, not our deployment measurements.

The model card identifies a text-only model, offers FP8 and BF16 weights, and documents serving through the completions endpoint. Treat a proposed application as an engineering project: decide what the system must do, how to evaluate it and which failures are unacceptable before choosing a training method.

Read the distribution terms first

The custom v1.0 license excludes the EU, UK and South Korea; its territorial restriction also covers derivatives and outputs. Commercial use at or below US$50 million in defined related annual revenue has no model-license charge but requires a one-time notice before first commercial use and “Powered by ERNIE” branding; above it, prior written authorization. Revenue includes whole related products or services, aggregated across common-control entities over the preceding 12 months. Noncommercial use has no model-license charge but remains subject to general terms. This summary cannot replace the license.

A practical review should map intended users, delivery locations, downstream recipients and business ownership before an experiment becomes a service. Ask the person responsible for licensing to resolve uncertainties against the full agreement. Download availability alone does not answer those questions.

Make the evaluation reproducible

  • Define the job. Write a small set of representative inputs and expected outcomes. Keep a separate held-out set so training examples cannot become the only evidence of success.
  • Budget the full run. Record precision, hardware, concurrency, context length and memory use. The active-parameter figure alone is insufficient for selecting a machine or predicting cost.
  • Compare useful results. Measure acceptable completed tasks, latency and failure handling under the same workload. Include the cost of adaptation and operation, rather than treating a download as the finished product.

These are proposed checks, not tests we performed. No weights were downloaded or run for this report, and no independent benchmark result is claimed.
